Dynamic and sustainable growth We feel that development of infrastructure and networks of entrepreneurial and technology centers and industrial zones is needed in all the parts of the country. Late payments should be eliminated, where public sector sets an example to the private sector. We need available funds for loans and credits, state guarantees for SMEs which are innovative and ready to export. Credits and other assistance forms to profitable companies and companies with a potential to export should be available. We insist that the exchange rate of the HRK should be realistic and follow domestic prices growth and /or prices growth of industrial goods. Efficient and stimulative tax system facilitating economic growth We advocate for a competitive tax system, based on good practices implemented in new MS, with thorough organizational restructuring, redefinition of the key business procedures and education and training of the tax office personnel. Tax collection can be increased by fast and efficient breakthrough in the gray economy area and elimination of corruption. We advocate redefinition of contributions related to salaries and wages, with a goal to reduce them in absolute and relative values. The rule of law and efficient state based on justice principles Better and faster performance of Croatian courts and judiciary system, We advocate for mediation and out-of-court settlements. CEA has its mediation centre, which operates successfully. Efficient public administration and public sector What we need is a radical transformation of the state administration and public service into an efficient service for citizens, companies and entrepreneurs. Good practices from the private sector should be implemented to the public sector. It is necessary to establish mechanisms of responsibility of all the employees, and particularly of the managers and leaders in the public sector. It is necessary that public bodies should be oriented to their core business, and other non-core business activities should be privatized and be available to enterprises. Privatization of some departments or even whole public sector companies is needed. Introduction of PPP as a form of collaboration of the public and private sector is desirable. When establishing a new company, it should be done smoothly and without unnecessary delays.Public services should be more efficient in all areas, more user-friendly and faster. E- Government should become a reality. reduction of GDP expenditures. We advocate for fast and efficient privatization of all forms of property belonging to the public sector. Protection of competitiveness and fair level playing field Promotion of fair level playing field and fighting monopolies is our priority. We support protection of competitivness and fair play in the market. There should be a register of publicly available data of all the subventions and aids and their users and conditions of use. Public procurement should become more transparent and efficient, using good practice examples from other EU countries. Introduction of systematic and operative criteria in the process of public procurement and significant improvement of transparency and efficiency is needed. We wish to have the conditions for the SMEs to have access to tendering procedures. Flexible labour market and competent labour force We need labour law harmonized with the levels of protection of workers in the Labour Act as in the most developed the EU countries. We promote competitiveness of labour costs and sustainability of employment based on competitiveness and contribution to the business goals of the company. Continuous education of employees needed, investments in Long Life Learning should be increased. Reforms of secondary education system and university education oriented towards acquiring adaptable skills is needed for future tasks at work. We are partners in educational programmes of development of the key managing skills and know-how during whole professional career . Social capital development and corporate social responsibility Corporate social responsibility is one of the principles we strongly support. Croatian Employers’ Association is the representative of the UN Global compact initiative for Croatia. Partnership in EU accession process The CEA has been preparing entrepreneurs for pre-accession and structural funds through seminars and specially designed projects. The CEA has been a member of several EU associations at horizontal and sectorial level, therefore our European involvement precedes Croatia’s joining the Union.
